Smothered Cabbage

5 cups finely chopped, raw cabbage
5 tablespoons butter
2 tablespoons flour
1 cup milk
2 teaspoons salt
1/4 teaspoon pepper

Melt butter in a heavy skillet. Add flour and stir until well blended. Add milk gradually, while stirring constantly. Bring to boiling point. Season cabbage with salt and pepper, then add to skillet. Mix thoroughly. Cover and cook over very low heat for 50 to 60 minutes.
